asked the Secretary of State for Foreign and Commonwealth Affairs whether the Government's policy of referring the terms of renegotiation of entry into the EEC to a possible referendum of the electorate will apply to those in the Channel Isles.

Whether to hold a referendum in their territories would be entirely a matter for the authorities in the Channel Islands. The United Kingdom, as the sovereign State, is, however, the signatory to the Treaty of Accession.
