Mr. David Steel

asked the Secretary of State for Scotland (1) what steps he proposes to take to help students who are unable to meet the increased cost in student halls of residence fees;

(2) whether he is satisfied that the proposed increase in student halls of residence fees is justified.

Universities are autonomous bodies and make decisions on the level of residence fees without ministerial endorsement. The substantial improvements in the rates of student grants announced on 14th May are, however, intended to enable students to meet increases which have taken place in the cost of living, including residence fees.
