asked the Prime Minister if he will introduce legislation to discourage emigration to the Republic of South Africa.

I have been asked to reply.

I would agree about the undesirability of emigration to South Africa from this or other countries helping to sustain white minority rule and limiting opportunities for the advancement of non-Europeans. But it would be a very serious step, unprecedented in peace time, to try to restrict individual freedom of movement or to place legal obstacles in the way of people going to any particular overseas country.
