I regret the delay in answering my hon. Friend's letter. As I said on Second Reading of the Finance Bill, the volume of mail reaching Treasury Ministers is now such that unfortunately hon. Members do not necessarily receive replies as quickly as they would otherwise have done.—[Vol. 873, c. 736]
