asked the Secretary of State for Education and Science whether the building of a replacement for Rawcliffe-in-Snaith Primary School will be included in the 1974-75 starts programme.

The procedures for authorising the start of major school projects in 1974–75 are outlined in my Department's Circular 8/74, issued on 12th June. Resources for major school projects to meet basic need for additional places will be allocated to local education authorities in the form of lump sum authorisations, and it will be for authorities to submit lists of the major projects they propose to build within their allocations. The Rawcliffe project includes a substantial basic need element and will be eligible for inclusion in the local authority's list.
