asked the Secretary of State for Wales if he will institute a water rate support grant as distinct from the general rate support grant.

The domestic element of rate support grant of 33½p in the pound in Wales compared to 13p in the pound in England has been used this year as a means to channel some relief to water rate payers in Wales because of the sharply increased charges, arising from the previous administration's Water Act.

Mr. Roderick

asked the Secretary of State for Wales if he will consult with the Welsh National Water Development Authority about its staffing requirements in order to speed up the progress towards equalisation of water rates so that this may be achieved by 1975–76; and if he will assist it with temporary staff for this purpose.

The timing and extent of the equalisation of water charges is for the Water Authority to consider in the first place. It is, of course, the authority's responsibility to ensure that it has sufficient staff to implement its decisions.
