asked the Secretary of State for the Environment if he will list the statutory provisions precluding a regional water authority from spreading the cost of sewerage and water supply services over the entire region instead of charging each district with individual costs.

The interpretation of legislation is a matter for the courts, but it is possible that individual water authorities, in exercising their discretion to fix charges, may regard themselves as precluded by statutory provisions such as Section 30(4) of the Water Act 1973 from spreading the cost of water services over their areas.
