asked the Prime Minister if he will take steps to democratise the machinery of government.

The Government fully recognise the need to ensure that our institutions of government remain democratic and representative. The recent publication of "Democracy in the National Health Service" and of the con sultative document on "Devolution within the United Kingdom" provide a basis for discussion on a number of important aspects of this question.
