asked the Secretary of State for Trade whether he will introduce legislation to make it mandatory for insurance companies when challenged to declare the cover of a client and to declare whether an individual is a client, and to render them liable for damages in cases of failure to do so.

A contract of insurance is a commercial matter between the insurer and the insured whereby the insurer indemnifies the insured against claims covered by the terms of the contract. A third party's claim is against the insured and not against the insurer. If there is a particular case of difficulty my hon. Friend may wish to send me particulars.
