Mr. Robin F. Cook

asked the Secretary of State for Scotland what administrative arrangements have been established for enabling his functions relating to granting dependants' allowances on grounds of hardship under the Education (Scotland) Acts to be performed on his behalf by the Department of Health and Social Security; if he will make a statement of the rules that apply in granting such dependants' allowances; and what is the relationship between these allowances and the supplementary benefits payable under the Ministry of Social Security Act 1966.

Students who do not qualify for allowances for their dependants under the normal provisions of the student grant system may receive allowances under special arrangements administered on behalf of the Secretary of State for Scotland by the Department of Health and Social Security. These allowances, the weekly rates of which are derived from the standard rates of student dependants' allowances, are payable in respect of periods of full-time study, and any income of the dependant from other sources is taken into account in full. There is no relationship between these allowances and supplementary benefits.

asked the Secretary of State for Scotland if he will issue a statement drawing the attention of students and their parents to the liability of parents to pay the assumed parental contribution to the student's grant which arises under the common law of Scotland.

Parents are notified direct of the amount of the contribution that has been assumed in the assessment of a student's grant and it is pointed out to them that if the contribution is not paid in full the student may suffer hardship.
