asked the Secretary of State for the Environment what progress has been made in abolishing the need for an insurance "green card" within the member countries of the EEC.

Following reciprocal guarantee arrangements between insurance bureaux, the United Kingdom has already abolished checks on insurance "green cards" relating to vehicles normally based in other member countries of the EEC or in Austria, Finland, Norway, Sweden and Switzerland. These other countries also undertook to abolish checks on a corresponding basis as from 15th May, 1974.
