Mr. Roy Hughes

asked the Secretary of State for Wales whether he has now formulated his proposals for the first stage in the proposed repeal of the Housing Finance Act 1972.

My hon. Friend the Minister for Housing and Construction and I are in consultation with the local authority associations on this matter. The consultation document outlining the proposals was placed in the Vote Office yesterday. It proposes the discontinuing of the existing rent-fixing procedures, the giving to local authorities of much wider freedom to fix the rents of their dwellings, and the recasting of the housing subsidy arrangements. My hon. Friend the Minister for Housing and Construction and I will be bringing forward legislative proposals as soon as possible.
