asked the Minister for the Civil Service what consideration is being given by the Government to the decline in the British birth rate.

The factors which have caused the decline in the birth rate are highly complex and we need to know more about them. As I said in my statement on 22nd July, the Government have therefore decided to give higher priority to survey and research work to study fertility, as well as mortality and migration.
