asked the Secretary of State for Education and Science whether his Department had given its approval for the type of concrete roofing used in Furze Platt Secondary School, the East Berkshire College of Further Education; and where the responsibility lies for the defects in the construction.

Mr. Armstrong

Under the Education Act 1944 my Department considers specifications and plans for new buildings proposed by local education authorities, in relation to standards prescribed in regulations made under the Act; approval, in this respect, was given in relation to the buildings in question in 1962 and 1957 respectively. These regulations do not deal with the details of construction, which are seen as a matter for the local authority, having regard to performance requirements and standard building practices then current as expressed, for example, by British Standards specifications and modes of practice.
