§ Mr. Ovendenasked the Secretary of State for the Environment whether he will refrain from granting planning permission for the proposed Burmah Total oil refinery at Cliffe, Rochester, until a contribution towards the necessary roadworks has been agreed with the local authorities and a contract has been entered into under Section 60 of the Highways Act, 1960.
