asked the Secretary of State for the Environment if he will take steps to curtail the publication of advertisements which offer chauffeur driven cars under an insurance scheme to persons convicted under the Road Safety Act 1967.

No. These schemes do not neutralise the sanction of disqualification. They are merely one way in which a person who is banned from driving can arrange his personal transport.
