Mr. Skeet

asked the Secretary of State for Energy (1) when it is anticipated that the British National Oil Corporation will enter refining distribution of oil;

(2) whether it is proposed that the British National Oil Corporation should enter the competitive market in petroleum products by acquiring existing networks from private operators;

(3) whether it is proposed that the British National Oil Corporation should enter refining by building new refineries or acquiring existing refining capacity in the United Kingdom.

Mr. Strang

The British National Oil Corporation's involvement in refining and marketing of oil and oil products is seen as a longer-term development of its functions; the exact timing and nature of such involvement cannot be defined at this early stage.
