§ Mr. KaufmanNo. Circulars issued earlier this year reminded local authorities of the importance of minimising under-occupation in both the public and private sectors; of seeing that the best use is made of the existing stock, including properties which have been standing empty; and of providing smaller dwellings to which elderly people, in particular, could move.
