asked the Secretary of State for Education and Science what advice his Department has given to local education authorities to deter them from building open plan schools on grounds of financial cheapness rather than educational preference.

The aim of my Department's advice on the design of schools is to achieve maximum educational advantage within the money available. It has never advocated particular planning arrangements solely on grounds of economy.
