asked the Secretary of State for the Environment whether, to reduce unnecessary use of oil fuel, he will take action to modify the legal position under which many owners of blocks of flats are obliged by leases to provide constant hot water for central heating for 24 hours a day whether or not this is required by the greater majority of the occupants.

No. It would not be practicable to interfere with the terms of leases in this way.
