What steps they are taking to reduce the unacceptably loud noise induced by concrete surfaces on motorway and trunk roads.

I assume the noble Lord is referring to noise from grooved concrete surfaces. Studies are in progress to develop quieter concrete surfacings which retain the advantages of skid resistance, spray control and longevity. Grooved concrete surfaces are not meanwhile being used in situations where noise would cause serious nuisance.
