Mr. Kilroy-Silk

asked the Secretary of State for the Home Department, in view of the fact that a discharged prisoner's grant disqualifies him from entitlement to supplementary benefit for the first week of freedom, if he will consider assessing a prisoner's financial needs, prior to release, in the light of current average industrial wages and pay the full entitlement on release.

A discharge grant carries no disqualification from payment of supplementary benefit during the first week after release if the recipient can show that the grant is inadequate for his maintenance by supplementary benefit standards. He is so informed when he applies for the grant.
