asked the Secretary of State for Scotland what proportion of the population of Scotland presently lives in multi-storey flats; and if he will officially discourage local authorities from preparing schemes for further high-rise projects.

About 3 per cent. It is for local authorities to determine how best to meet housing needs in their areas. The numbers of houses in multi-storey blocks which authorities have submitted for approval have fallen very substantially in recent years.
