asked the Secretary of State for Trade what action he proposes to take to implement the recommendation of the steering committee on pilotage concerning compulsory employment of pilots.

My right hon. Friend the Secretary of State said in his foreword to the committee's report that while the fact that recommendations in the report for fundamental changes were unanimous is bound to carry weight, the Government are not committed to implementing the recommendations. My right hon. Friends the Minister of Transport and the Secretary of State have asked that all interested parties should forward their views to my Department by the end of September to allow consideration to be given to Government policy and to the timing of any new legislation. At this stage, therefore, I cannot say what action will be taken on the recommendation concerning compulsory employment of pilots.
