asked the Secretary of State for the Home Department what training facilities are being provided to enable local authorities to carry out their responsibilities for dealing with emergencies in peace and war; and what equipment has been or will be made available to them to ensure that such training is effective.

The Home Defence College near York arranges civil defence studies for officials and members of local authorities. County councils are eligible for grants for civil defence training and exercises. The emergency services arrange their own training and testing of local plans for dealing with major accidents and disasters. No additional equipment is needed for peace-time emergency training and local authorities may borrow certain wartime equipment.
