asked the Secretary of State for Employment what is his policy towards the desirability of wages councils, which determine basic rates in spheres of low-paid employment, extending their interest into determining fringe benefits.

Mr. Harold Walker

The Wages Councils Act 1959 permits wages councils, if they so choose, to formulate proposals for payments during periods of sickness or injury. Their powers do not at present extend to other fringe benefits. The possibility of some changes in the legislation is under consideration.
