asked the Secretary of State for the Home Department if he is prepared to introduce legislation to provide for a referendum on the reintroduction of the death penalty, for capital offences; and whether he will make a statement.

No. Previous Parliaments have decided on more than one occasion, on a free vote, that capital punishment should not be available for murder. I have no reason to think that the present Parliament would take a different view, and the Government have no plans to reopen the issue.
