asked the Prime Minister if he will seek to initiate a conference of heads of Government with a view to banning all nuclear weapon testing.

The Prime Minister

The International Conference of the Committee on Disarmament in Geneva already has as one of its priorities the negotiation of a comprehensive test ban treaty which would prohibit nuclear testing in all environments, and we fully support its work. The recent Soviet/American bilateral threshold agreement on underground tests was a welcome step towards a comprehensive ban. I doubt, however, whether the initiative suggested by my hon. Friend would eliminate the substantial obstacles which still exist.
