Mr. Trotterasked the Chancellor of the Exchequer why in 1973 only 750,000 forms P11D—declaration of benefits—were returned to the Inland Revenue in respect of employees earning over £2,000 a year when there were about 5 million employees in that year with earnings over that level in respect of whom returns should have been submitted.
§ Dr. GilbertIt is not the case that 5 million forms P11D should have been submitted. First, the special legislation530W relating to benefits applies only to directors and employees of commercial con terns. Secondly, there is a procedure under which separate forms P11D need not be completed for directors and employees if no entries in fact require to be made for them.
