Mr. Winterton

asked the Secretary of State for the Environment whether he will reconsider the criteria by which speed limits on main roads are fixed so that more consideration may be given to the safety, comfort and wishes of the people living in the area and buildings of architectural or historical value standing adjacent to such roads.

Mr. Mulley

The criteria are designed to preserve the value of speed limits as a road safety measure and have the effect of concentrating restrictions on those roads most prone to accidents. However, if the hon. Member has a particular case in mind I shall gladly look into it.
