asked the Secretary of State for the Environment whether he is yet in a position to enlarge upon his answer to the hon. Member for Essex. South-East (Sir B. Braine) of 8th May 1974 with regard to the negotiations reported to be taking place between Occidental and United Refineries Ltd. at Canvey Island.
