asked the Secretary of State for the Home Department why he will not provide compensation from public funds for damage to property caused by bomb explosions.

The general principle has long been that the individual citizen should protect himself by insurance against damage or loss to property caused by criminal acts to the extent that he considers necessary. The incidence of recent bomb explosions in Great Britain has not been judged such as to justify departure from this rule.
