Mr. Michael Latham

asked the Secretary of State for Education and Science whether he will set out the terms of reference of the Business Education Council; and what steps he intends to take to ensure that the opinions of lecturers in colleges of further education are fully taken into account by that body.

Mr. Gerry Fowler

I would refer the hon. Member to the answer given to a Question by the hon. Member for Plymouth, Drake (Miss Fookes) on 29th January 1974—[Vol. 868, c.55]. My right hon. Friend has not given the council formal terms of reference. Its task will be to develop policies for a unified and nationally recognised system of awards for those whose occupations fall within the broad area of business and public administration and whose educational needs will not be met by courses and qualifications in the office skills such as shorthand and typewriting on the one hand or by a degree or the Diploma Higher Education on the other. Several members of the council are members of the teaching profession and my right hon. Friend has made it clear that he will expect the council to seek the advice and co-operation of the many bodies and individuals concerned with business studies, including the teachers. He has no doubt that the council will act on this request.
