Mr. Norman Fowler

asked the Secretary of State for the Home Department to which police forces undermanning allowances are paid; and on what criteria these are decided.

Dr. Summerskill

In England and Wales undermanning allowances are paid to the Metropolitan and City of London police forces and to members of the former Liverpool and Bootle force. Consideration of a police authority's claim for the payment of undermanning allowance is a matter in the first instance for the Police Council for the United King-

and Wales, the estimated population which each force serves and the ratio of policemen to population in each force.

Dr. Summerskill

The figures are as follows:

dom which takes into account the manning situation and a number of other factors including recruitment results and prospects, and the extent to which use is made of civilian staff, mechanical aids and the cadet system of entry.
