asked the Secretary of State for the Environment if he will publish in the OFFICIAL REPORT the criteria by which his Department assesses the need for zebra crossings on major roads.

My Department's recently revised criteria for pedestrian crossings would be difficult to reproduce in the OFFICIAL REPORT. Copies of this advice to local authorities have been placed in the Library and I am sending one to my hon. Friend.

asked the Secretary of State for the Environment what are the conditions under which local authorities are permitted to provide zebra and pelican crossings; and whether he will relax these conditions to allow local authorities to take more notice of local circumstances.

Mr. Mulley

Criteria for the provision of pedestrian crossings relate to the number of pedestrians and vehicles and other site conditions. I am sending my hon. Friend the Department's recently revised advice on crossings which gives local authorities more discretion to relax the criteria at sites with special problems.
