§ 27. Mr. Carterasked the Secretary of State for the Environment what is his Department's policy on the building of multi-storey flats.
§ Mr. FreesonI am glad to say that the number of family dwellings built in high blocks is now declining. Such blocks can be satisfactory for single people and married couples without children, but generally I believe that families with young children should be housed in low-rise development. This can be achieved at reasonably high population densities; but I hope that some of the very high densities which have produced multistorey family dwellings in inner city areas may in future be reduced by development at higher densities than in the past in outer city areas.
