"Net weekly spending power" is defined as gross earnings plus family allowance, and where appropriate plus FIS, rent and rate rebates, and the value of free milk and school meals; minus income tax, national insurance contribution, gross rent—£5—and rates£1.60—and work expenses—taken as a notional 60p per week.
