asked the Secretary of State for Industry, in view of the increasing numbers of people whose only communication in an emergency is a telephone, whether he will give a general direction to the Post Office to arrange the installation of emergency-only telephones for such people.

Mr. Meacher

No. This is a matter for the Post Office, which tells me that it would be no cheaper to install telephones to provide a reduced service, and there is in any case some doubt about whether the telephone is the most effective form of alarm system.
