Mr. Lipton

asked the Secretary of State for Social Services why she has rejected loan sanction for three projects submitted by the London borough of Lambeth to help the mentally and physically handicapped.

The restrictions imposed for economic reasons on public expenditure have made it impossible for me to give provisional consent for loan sanction purposes in 1974–75 either to the three projects submitted by the London borough of Lambeth to which my hon. Friend refers or to a great many other social services projects proposed by local authorities in England.
