Q18. Mr. Edelman

asked the Prime Minister whether he will appoint an ad hoc conciliation commission, representative of all interests involved in the present coal mining dispute and with a neutral chairman, to seek to resolve the current dispute by an agreed settlement.

No. But the Government have put forward two alternative proposals for resolving outstanding pay problems of the coal mining industry when normal working by the mineworkers has been resumed.
