asked Her Majesty's Government:

What have been the reasons and the occasion for the change in Immigration Rules enabling a national of Niger to seek admission to the United Kingdom without producing a United Kingdom visa.

VISCOUNT COLVILLE OF CULROSS

We propose shortly to conclude an agreement with the Republic of Niger to abolish the visa requirement on a reciprocal basis. To give effect to this agreement it is necessary to make the change in the Immigration Rules set out in the Statement laid before Parliament on January 16.
