asked the Secretary of State for the Environment what steps he is taking to encourage local authorities and other large organisations to recycle waste products of all kinds as a means of assisting the nation in the present energy shortage.

The extent of reclamation and recycling is already considerable, and I would refer the hon. Member to my recent speech on this subject—[OFFICIAL REPORT, 18th January 1974 ; Vol. 867, c. 1166–74]. The Protection of the Environment Bill, now before Parliament, contains provisions relating to recycling and reclamation and we are considering how these might be strengthened and improved. Research and consultation with industrial organisations are continuing.
