asked the Secretary of State for Scotland what steps he is taking to improve the standards of insulation to avoid heat loss in both public and private sector houses to be built in Scotland in future ; and if he will make a statement.

Mr. Eadie

asked the Secretary of State for Scotland if he will examine building regualtions with a view to improving insulation standards in order to conserve heat in houses and consider giving financial assistance towards such work.

As the hon. Member for Midlothian (Mr. Eadie) was informed on 12th December last—[Vol. 866, c125]—I am about to consult interested bodies on proposals for improving the thermal insulation standards prescribed in the Building Standards (Scotland) Regulations. Any resultant additional costs for new public sector houses would be reckonable for housing expenditure subsidy.
