asked the Secretary of State for Social Services if he will set up a register of pensioners so that benefit changes and concessions can be the more easily notified to all pensioners.

No. I do not think that a further register, in addition to the records already maintained in the Department's central pension branch and local offices, and to those held by local authorities, would be likely to help materially in ensuring that pensioners were made more aware of their entitlements.
