§ Mr. Ian GilmourIt is generally recognised that collaboration will involve extra costs in some areas, although it is not possible to quantify these precisely. These extra costs are, however, offset by the overall savings resulting from having one or more partners with whom to share the total development costs and through savings to the participating countries from economies of scale in production.
