§ Mr. ScottWidows undergoing training under the Training Opportunities Scheme have the option of a full training allowance or a full widow's allowance plus an abated training allowance of £3.50 per week whichever is more favourable. Widow's allowance and training allowance are subject to the operation of the National Insurance (Overlapping Benefits) Regulations, which are the responsibility of my right hon. Friend the Secretary of State for Social Services, and I would refer my hon. Friend to the reply by my hon. Friend the Under-Secretary of State for Health and Social Security to my hon.
