§ Mr. YoungerThe factors which influence recruiting are complex and many of them are outside the control of the Ministry of Defence. Our longer-term plans to improve recruiting will depend on the interaction and outcome of a number of these factors, in particular the establishment of a new school leaving pattern. In the meantime we are maintaining our vigorous recruiting effort.
