asked the Prime Minister if he will make it the practice of his administration that Ministers should not engage in the buying and selling of land.

The Prime Minister

Ministers are required to conduct their private affairs so that no conflict arises with their official duty. But it would be quite unreasonable to ask that they should not buy or sell land while holding office.
