Mr. John Hannam

asked the Secretary of State for Employment what action he proposes to take to ensure that labour only sub-contractors make a proper contribution to training in the construction industry.

Under new levy arrangements being introduced by the Construction Industry Training Board payments by contractors for labour-only services from April 1974 will become subject to the board's levy. This will provide income which the board can apply to training in industry.
