§ Mr. OnslowSo far this year my Department has received one letter from the Porthcawl area, which suggested that legislation be introduced to ensure that basic essential safety equipment is carried on small craft. Such legislation would, however, be very difficult and costly to enforce and my present policy is to concentrate on education and information such as the "Seaway Code" which is to be published later this month.
